The County Clerk is elected every four years by the registered voters of the County in a general election. The Clerk and deputies perform the following functions:
- Registering all motorized vehicles for use on public roads and highways account for the largest portion of business in the office. Registration prices range from $12.25 for small trailer tags to $1,300 for semi-truck tags.
- Persons operating a business for profit in Lincoln County must purchase a County business license. Initial license if $20.00, and renewal of that license is based on gross business.
- Application for marriage license is taken with proof of identity and a license issued for $31. Marriages may also be performed by the Clerk or deputies.
- The County Clerk is responsible for taking minutes of the County Legislative Body and recording actions taken by the Body. These are public records, kept in bound books in the Clerk's office.
- Residents and non-residents may purchase all types of hunting, fishing, and sportsmen's licenses.
- Nominations are taken from the County Commissioners for persons to be elected as notaries public by the County Legislative Body. Records of elections and commissions are kept in the County Clerk's office.
- Applications are taken and beer permits are issued by the Clerk after review and passage by the County Beer Board.
- Retail beer tax is reported and remitted to the County Clerk by distributing companies. These funds are then turned over to the County General Fund.
- Hotels and motels report and remit a percentage of gross sales to the County Clerk. These funds are turned over to the County General Fund.
Office hours are 8:00 a.m. - 4:00 p.m., Monday through Friday. The Clerk's office is open on the last Saturday of each month from 9:00 a.m. to 12:00 Noon, and on the last Friday evening of each month until 5:00 p.m.
